A minimum footprint of 7 feet by 7 feet is recommended as it allows for a 5 foot radius circle with 24 inch deep counters on two walls.
It also must be functional useable as a space for expressing breast milk.

A nearby basin either in the room or next door.
Lactation rooms should not be in or accessed through bathrooms locker rooms or similar facilities but should be distinct rooms designed for their intended purpose.
A private room that has been given access to only the mothers who use it.
Lactation rooms may be located near lobbies or main corridors in proximity to breakrooms bathrooms and other core building functions.
A small utility type sink.
Lactation rooms should be located in a safe area accessible to all.
The law requires employers to provide a place that is not a bathroom.
Lactation rooms should provide at a minimum a lockable door.
A few comfortable chairs number depending on how many mothers will be using the room.
Adequate hvac service including a thermostat.
Storage for cleaning supplies and paper towels.
